papersky's related discussion reminded me that I'd meant to mention Elizabeth Lynn's The Northern Girl in this context--it's secondary world fantasy, set in a city on a river delta, which lives on fishing and trade, ruled by a council of wealthy familes. Much of the plot has to do with the politics of the city--and it is and needs to be a city, not a castle or a countryside. (The other two connected books in that trilogy don't fit with what you're talking about, which I also think is interesting.)
