Outlines mostly don't work for me, unless and until I've gotten to the stage where I can use them as scaffolding across the gap between The Story Thus Far and The End. And even then, it's more a series of bracketed notes than anything as rigorous as an outline.

They're one of those YMMV things to the nth power.
