There was a book I read a few years ago (I can't remember the title off the top of my head, but I can look it up if you're interested) that talked about the Holocaust in relation to hundreds of years of antisemitism in Europe. So, yes, I'd agree with the argument that the Nazis were tapping into long-held beliefs rather than creating new ones. And I think that they wouldn't have abused the Jews as much if they hadn't known that, by and large, the rest of western civilization would let them.
