If the cab passengers are tourists (or visiting on business), they probably got the cab at their hotel. I've never lived in L.A., but I've had no trouble at all getting cabs when I've stayed there. At major hotels there are usually cabs waiting in the front, and when there aren't the concierge will call one for you.
