From what I can see, *industrial* lifts predate passenger locomotives in our history. Passenger lifts were a novelty for the rich as locomotive prototypes were being built.

About fifty years later, passenger lifts and railways were both commercially available.

Being associated with a castle/nobility would make a pneumatic lift even more likely.
