The paper defines a space. Cats love defined space.

Also, you might actually want to pay attention to the papers, and if the cat sits on them, you must pay attention to the cat, instead. Our longest-lived queen made a point of sitting on whatever one of her humans was reading. It worked :-)

It's quite simple. Cats were worshiped in Egypt. Paper was invented in Egypt. Therefore, cats sit on paper to remind us that they are meant to be worshiped.
