See, I think Bull and de Lint both legitimately belong in urban fantasy without the quotation marks. The War for the Oaks is ABOUT Minneapolis, and de Lint's books are ABOUT his !Ottawa. Your third definition is actually what I mean by "urban fantasy" with the quote marks.
