What's really really stupid was that they *didn't* kill high speed rail: they killed any chance of Ohio and Wisconsin being part of the new backbone, and stopped themselves getting paid for that privilege (when I know Ohio at least is desperately short on cash.)
The way things stand now, I expect at some time in the future, both states will end up as detours off the main line, at a much greater expense.
